A great deal of Dominican land is owned in fractions of somebody else’s parcel. The constancia anotada, the document evidencing rights over an undetermined portion of a parcel, without its own individualized survey, is the legacy of decades of informal subdivision: parents distributing land among children, sellers carving lots out of larger holdings, all documented in portions rather than parcels. The rights are real and registered; what they lack is geography. A constancia says how much you own, not where.

Owners frequently end up holding several of these fractions in the same parent parcel, bought at different times, inherited through different successions, acquired from different co-owners. Administratively, that is a small archive of separate documents evidencing what is, economically, a single position. The consolidation procedure addresses exactly that: it merges the owner’s multiple constancias over the same parcel into a unified evidence of their total right, simplifying the file, the math and every future transaction.

What consolidation does not do is convert the fraction into a parcel. The constancia’s structural weakness, rights without individualized boundaries, is cured only by the deslinde, the survey-based process that carves the owner’s portion into its own titled parcel with its own certificate. The market prices the difference bluntly: deslindado property trades at a premium, constancias at a discount, and lenders often will not touch the latter at all.

The sensible sequence for many owners is therefore consolidation as housekeeping, deslinde as destination: gather the fractions into one clean position, then individualize it. Each step has its own technical requirements before the registry and, for the deslinde, the survey authorities.

The framework is Law 108-05 and its regulations, which govern constancias, their consolidation and their conversion.
