The Dominican Republic’s Bid to Become the Caribbean’s Air Hub, and What It Means for Investors


Ten million tourists a year. That was the target on the table when the Dominican Republic’s tourism industry and commercial aviation sector agreed to push a shared goal: turning the country into the Caribbean’s principal air hub.

The initiative, discussed at a gathering hosted by the Dominican Tourism Press Association (Adompretur) with the backing of the Civil Aviation Board (JAC), rests on a straightforward economic logic. More direct routes and more connecting traffic mean more visitors, more airfreight capacity for Dominican exports, and access to source markets that today route through Panama, Miami or San Juan.

The legal lever identified by the industry was fiscal: reducing taxes and fees on passengers and airfreight to make Dominican airports price-competitive as connection points. Hub economics are unforgiving, carriers route traffic where the total cost per passenger is lowest, and a few dollars of departure tax can move an entire route decision.

For foreign investors, the hub strategy is more than an aviation story. Airlift is the single variable that most directly drives hotel occupancy, short-term rental yields and land values in tourism zones. An investor evaluating a resort, a logistics facility or an aviation-services venture in the Dominican Republic should treat route development and aviation taxation as part of the due diligence, alongside the country’s investment framework of tourism incentives and free zone regimes.
